Clinton utility delays major rate increase

Clinton-based Connecticut Water Co. says it has reached an agreement with the Connecticut Office of Consumer Counsel (OCC) that will increase its rates 11 cents a day for an average residential customer.

Originally, the utility had planned to file a general rate case in 2018 that would have included recovery of $187 million in capital investments made since its last general rate case filing in 2009. That would have driven up rates even higher.

But the OCC settlement agreement delays a full rate case filing, covers only a portion of the company's capital investments since 2009 and "minimizes financial impacts on customers, including municipalities," said David C. Benoit, Connecticut Water's interim president and CEO.

Eversource reached a similar settlement with the OCC recently.

The net effect for a typical residential customer using the average of 15,000 gallons of water per quarter would be an increase of about 11 cents a day, or less than $3.50 per month, the company said.

This settlement agreement pertains only to Connecticut Water customers. Customers of the Heritage Village Water and Avon Water will not see their rates change.
