The city of Hartford is again opening three of its downtown indoor garages to free parking for visitors to Friday's opening of the second annual WinterFest gala.
The Hartford Parking Authority is offering free parking after 3 p.m. at its Morgan Street Garage, MAT Garage and Church Street Garage in time for WinterFest's opening ceremonies that include the debut of Bushnell Park's ice-skating rink and holiday lighting displays.
CEO Mark McGovern said the latest of the authority's "Freebie Days'' parking promotions aims to stimulate downtown shopping, dining and cultural traffic while simultaneously marketing the garages as destinations for weekday and weekend motorists.
