CL&P, UI bidding on energy certificates

Commercial customers of Connecticut two biggest electric utilities are eligible to recoup some of their investment in rooftop solar panels, fuel cells and certain other energy-saving hardware.

Connecticut Light & Power Co. and United Illuminating Co. recently won clearance from state utility regulators to buy up renewable energy certificates from qualified bidders in exchange for utility payments lasting up to 15 years.

The utilities say they will choose qualified projects based on price, selecting the lowest bids first, up to their annual budget commitments.

To be eligible, projects must have begun operation after July 1, 2011 and must be part of customers' electric systems, among other restrictions.
