Hartford’s LISC taps Horan as exec. dir.

The Local Initiatives Support Corp. (LISC) has named James P. Horan as executive director.

Hartford nonprofit The Local Initiatives Support Corp. (LISC) has named James P. Horan to lead its community development agenda, effective Sept. 17

LISC on Wednesday introduced Horan as it executive director to help the organization rebuild and rehabilitate affordable housing and develop retail, community and educational space in Hartford and across the state.

A lawyer, Horan recently served as CEO and director of the Connecticut Association for Human Services, a statewide anti-poverty initiative providing job training and education, among other services.

Previously, Horan held several posts in the mayor's office for the city of New Haven, including chief administrative officer.

He has also served as associate director of the Connecticut Housing Coalition and as an attorney at Hartford regional law firm Robinson & Cole focusing on land use and affordable housing and zoning regulations.

"He has that rare blend of public-private experience that ranges from innovative strategic planning to on-the-ground work with residents-both focused on connecting families to economic opportunity so they can build a strong future," LISC CEO and President Maurice A. Jones said.

LISC, located at 75 Charter Oak Ave. in Hartford, has invested $18.6 billion to develop 376,000 affordable homes and apartments and developed 63 million square feet of retail, community and education space since its founding in 1979.
