David Marcone is responsible for ensuring the solvency of the Paid Leave Fund to meet the needs of Connecticut residents who access benefits to take care of themselves and their families.

Collaborating with the leadership team, the authority’s board of directors, and other state partners, Marcone oversees the financial functions and maintains its financial controls. He manages the authority’s $20 million operating budget and key relationships with actuaries, auditors, accountants and vendors.

What have been your biggest professional accomplishments over the past year?

I aided in the successful deployment of our fund recovery project, which encompassed IT, policy, communication and staffing components.

I led the agency’s efforts to successfully recover those funds from non-compliant or delinquent employers to ensure that all eligible employers are contributing their employees’ contributions as outlined in the statute.

Those efforts have led to a reclamation of over $1.5 million in previously unremitted contributions since January 2023. It was a true team effort, and I thank everyone at the authority for their part.

In what ways are you involved in the community?

I have served as treasurer and camp coordinator for my sons’ local Boy Scout troop. In addition, I was a Cub Scout Cubmaster and member of the Pack’s leadership committee.

Favorite way to relax: Lately, it has been watching “Celebrity Jeopardy” with my daughter, Sam, and my girlfriend, Sarah.

Hobbies: Collecting and listening to music, and reading

Last vacation: I went to Block Island for the first time this summer.

Favorite movie: The ever-quotable “Airplane”

The car you drive: A Prius – I love both its miles-per-gallon and the running commentary from my friends that it provides.

Currently reading: “All You Need to Know About the Music Business,” by Donald S. Passman

Favorite cause: Since my younger son, Ben, has been in the Army, I’m more focused on veterans service organizations, such as the Wounded Warrior Project and Returning American Warriors, which my older son, Ted, is a part of.

Second choice career: Music archivist
