Matthew Pugliese was named deputy commissioner and chief investment officer of the state Department of Economic and Community Development in January 2024, part of a new leadership team under commissioner Dan O’Keefe.
Pugliese oversees all the agency’s real estate, capital projects, brownfield and community development initiatives and compliance activities.
He first joined DECD in 2022, when he helped launch the Community Investment Fund 2030 program, which is an $875 million, five-year effort to bolster economic and community development in historically underserved communities across the state.
Currently, DECD is taking fifth-round applications for the Community Investment Fund program.
Pugliese in late 2023 helped town and state officials kick off the $30 million Founders Square project in Windsor that will bring 106 apartments and 12,000 square feet of new retail space to the town center near the train station. The project is benefitting from a $3.2 million Connecticut Communities Challenge grant, which is a DECD program created in 2021 to support multifamily housing development.
Pugliese helps oversee that program.
So far in 2024, Pugliese has highlighted several projects that have benefited from DECD funding, including the development of 52 affordable housing units in Hebron’s town center; the groundbreaking of 17 new affordable units at the Reid and Hughes building in Norwich; the start of a transit-oriented overhaul of the Union Station area in New Haven; and numerous other housing, brownfield and community projects.
Previously, Pugliese was an associate state director of the Connecticut Small Business Development Center, and he held leadership positions in higher education at UConn and nonprofit organizations.
