State officials joined Clay Lacy Aviation Tuesday morning to break ground on a $20 million development at the Waterbury-Oxford Airport, a project company officials say is one of the largest private investments in the state’s airport system ever.

Clay Lacy Aviation, a privately-owned aviation services company with operations at the Waterbury-Oxford Airport, hosted a groundbreaking ceremony Tuesday for a $20 million, 11-acre business aviation facility at the airport. The project comes after the Connecticut Airport Authority signed a 30-year lease on 16 acres of the airport.

Phase one of the project includes building a passenger terminal, executive offices and a 40,000-square-foot hangar. The development will have a focus on sustainable facilities with features such as solar panels, electric vehicle and aircraft charging; efficient building design and Sustainable Aviation Fuel.

The facility will be certified carbon neutral, according to information from Clay Lacy Aviation. The company expects the project to create more than 600 jobs: 200 new permanent positions and 420 indirect jobs during construction.

Clay Lacy Aviation said additional phases of the project could include another $20 million investment by the company to add even more hangar and office space.

Also at Tuesday’s groundbreaking, Clay Lacy Aviation announced a $16,000 scholarship program for CT Aero Tech School students pursuing Federal Aviation Association technician certifications. The annual program will also include $10,500 in on-the-job internships, the company said.
