Plans are in the works for a mixed-use multifamily-retail development on Water Street in Norwalk, according to a project application filed with the city.
Norwalk-based Skyview Builders proposes demolishing a two-story, 13,000-square-foot warehouse/office structure with a surface parking lot, at 71 Water St. and 25 Elizabeth St., to make way for a six-story, 32-unit luxury apartment building with 2,200 square feet of retail space.
The proposal includes 31 garaged spaces, a residential lobby and retail space on the ground floor, the application states.
“The proposed development represents a significant improvement to the current state of the Property, will bring much needed activity to the Water Street neighborhood, and is in scale with the Water Street area of South Norwalk,” the application said.
Hyde Park Properties LLC is controlled by Henryk Pawel Gudas, who lists a Norwalk business address at 258 Main St., state business records show. That location is home to design-build company Skyview Builders, who is led by President and Founder Paul Gudas, according to the firm’s website.
The application is tentatively scheduled to go before the city’s Planning & Zoning Commission on March 19, according to Bryan Baker, Norwalk's principal planner.
The building would have a rooftop pool and pool deck, and balconies and private terraces for the residential units.
“Architecturally the proposal stands out from the existing multifamily developments in Norwalk and sets a new bar,” the application said.
The building’s exterior would feature products from Norwalk-based Klar Studio Windows & Doors.
Hyde Park Properties bought the property from Ray Lo Realty Corp Inc. for $1.88 million in 2022, according to city records.
It is appraised at $1.35 million and assessed at $945,190.
