A hearing is set for Sept. 17 on a developer’s plan to construct a 44-unit residential project on 6.2 acres of mostly undeveloped woodlands in Newington, located southeast of the intersection of Kitts Lane and Ann Street.
Patrick Snow, owner of Kitts Lane Apartments LLC, is proposing 44 dwelling units, each with underneath parking. They would be built around a loop road with an entrance and exit opposite from the rear entrance to the Aldi’s store on Route 5.
The site consists of four properties, 220 Kitts Lane and 226 Kitts Lane – each containing two single-family houses, which would be demolished – and two wooded parcels at 226 Kitts Lane Rear and 244 Kitts Lane.
Kitts Lane Apartments LLC acquired the four properties on July 25 and submitted its wetlands application the next day.
Snow is the founder of Cromwell-based Premier Real Estate Services of Connecticut LLC, which has completed multiple projects, including a CVS store and a Liberty Bank branch in Cromwell, a conversion of four historical buildings in Bristol into luxury apartments, townhouses on Columbus Boulevard in New Britain and Finishers Court Apartments in Berlin. The company is currently developing The Bungalows at Berlin.
The proposed development in Newington would be served by municipal water and sewer, according to the application. Underground utilities would provide power to the development.
An engineered stormwater management system is proposed. The development would have no direct impact on a seasonal pond located in the center of the site, according to a soil scientist’s report submitted with the application.
The town’s Conservation Commission is scheduled to consider Snow’s application for a wetlands permit at its next meeting on Sept. 17.
