AG announces new cyber breach reporting form

Aiming to make it easier for businesses to report data breaches to authorities, state Attorney General William Tong announced Monday the launch of a new, standardized form to help companies meet their reporting requirements.

The submission document, now available through the attorney general’s website, will assist state officials in identifying large-scale, high-profile cybersecurity incidents, Tong said, while also making it easier for affected state residents to access data protection services.

Connecticut last year greatly expanded the definition of breaches requiring reporting to the attorney general’s office, and shortened the amount of time businesses have to provide relevant information about a breach, from 90 days to 60 days.

The reforms also bar state superior courts from assessing punitive damages against businesses in tort-based data breach cases as long as the business in question had adopted and adhered to a cybersecurity program based in an industry-recognized framework.

The number of data breach notices received by the attorney general’s office has increased significantly over the years, surpassing 1,500 in 2021 alone.
