Apartment complex planned for long-vacant New Haven site

A 245-unit apartment complex with some retail space has been proposed for property at 781 Whalley Ave. in New Haven, currently the site of a long-vacant and blighted building.

The property owner and applicant, 50 Fitch LLC, has submitted an application for site plan and coastal site plan reviews to the City Plan Commission. The site is also known as 50 Fitch St.

The project was on the commission’s agenda on Wednesday, though the panel didn’t vote. It is expected to discuss the project again at its meeting on July 20 via Zoom.

The principals of the applicant, 50 Fitch LLC, include Mendel M. Paris and Sim Levenhartz, according to the Secretary of the State’s office.

The applicant’s attorney, Carolyn Kone of Brenner, Saltzman & Wallman in New Haven, said the planned timeline is to finish the project within 18 to 24 months.

Documents on file with City Hall show the proposal is for 245 total residential apartments, to include 88 studio units, 80 one-bedroom units, and 77 units with two or three bedrooms. Five percent of the units would be designated as affordable.

Amenities included in the proposed development include a courtyard with a pool, a river house, yoga studio, gaming room, fitness center, business center and rooftop deck.

In addition to the apartments, plans call for the building to have about 2,300 square feet of retail space fronting Whalley and Fitch, and a parking garage.

Currently, there are two buildings on the 3.62-acre site, one of which has been vacant for several years, and the other is occupied with merchants such as a locksmith and real estate business. The existing buildings would be demolished to make way for the new construction.

The parcel borders Wintergreen Brook and the West River. Currently, the public can’t access the site to view the waterways.

The applicant is proposing two new forms of public access, including a 288-square-foot viewing platform and a 700-foot waterfront walkway with furnishings and landscaping, documents show. The viewing platform would include educational information about the West River’s habitat and ecology.
