Bloomfield corporate campus eyeing $23M office, multifamily housing expansion

Bloomfield officials on Thursday granted key approvals for the owners of a fully-leased medical office park on Cottage Grover Road that are aiming to build new office and multifamily space there.

Bloomfield’s town plan and zoning commission (TPZ) in a virtual meeting Thursday unanimously approved both a zone change and a master plan for Corporate Crossing Limited Partnership’s planned $22.6-million expansion at 580 Cottage Grove Road. 

The TPZ changed about 12.5 acres of the 20-acre Corporate Crossing site from an office zone to a multi-family residential zone. That would allow for the proposed $8-million construction of 40 luxury apartments split between two buildings.

At the request of town officials, the TPZ on Thursday also agreed to set aside 10% of the apartments for affordable housing. 

A special permit and site plan approvals are still needed for both the residential and office buildings before the owners can break ground, town officials say.

Peter DeMallie, president of South Windsor’s Design Professionals Inc., which is managing land surveying, civil engineering and landscape architecture for the project, said the long-time owners of the site believe there is significant demand for more Class A office and residential space in the area.

DeMallie agrees there would be interest from area medical providers looking to expand at the new, $14.6-million office building. The two apartment buildings, he added, would be geared for young professionals and couples ages 55 years and older looking to downsize.

“This project will allow the development to reach its full potential," DeMallie said. "We think it’s conveniently located in a predominantly wooded setting.”

According to plans, the owners of Corporate Crossing are proposing to build a three-story, 48,800-square-foot office building next to its existing, two-story office that is fully occupied with tenants including Collaborative Laboratory Services and Youthful Images. 

The two multi-family buildings would be three and four stories, containing a total of 40 luxury apartments. Each unit would provide two bedrooms and two bathrooms. There would also be 19 enclosed/attached garages, common areas and elevators in both residential buildings.

DeMallie said an expansion of this size provides a major economic opportunity for the town as it would reap an estimated $828,000 annually in taxes from the mixed-use development upon completion. The owners are currently paying annual taxes of $250,000, he said.

The town would also yield a one-time building permit fee of roughly $374,000, estimates show. The development is also expected to generate many temporary construction jobs, and permanent jobs for those maintaining the property.
