CTDOT to hold forum on proposed intersection improvements in West Hartford

The state Department of Transportation will conduct an information meeting this evening to discuss proposed improvements to the Bishop’s Corner intersection in West Hartford’s north end.

The heavily traveled intersection is located where North Main Street crosses Albany Avenue, also known as Route 44.

The forum will be held at the Bishop’s Corner Senior Center, 15 Starkel Road. It will begin with an open house at 6:30 p.m., followed by a formal presentation at 7 p.m. A Q&A session will immediately follow the presentation.

The $7.8 million project — which will be funded 80% by the federal government and 20% by the state — is intended to “improve pedestrian mobility and overall operations at the intersection,” the DOT states on the project website

It proposes eliminating all “channelized right-turn lanes and islands” at the intersection and replacing the existing sidewalk with an 8-foot side path that will accommodate both pedestrians and bicycles.

“Pedestrian push-buttons will be relocated from the islands to the corners of the intersection,” the website states. “Relocating the pedestrian push-buttons and eliminating the islands will allow pedestrians to cross directly from one side of the road to the other, providing the shortest crossing distance. New traffic signals and sidewalk ramps will also be installed.”

DOT said the proposed improvements will require “minor property acquisitions and easements” to allow for sidewalk reconstruction and traffic signal equipment.

Construction is expected to begin during the summer of 2027 “based on the availability of funding, acquisition of rights of way and approval of permits,” DOT said.

The meeting is intended to provide the public an opportunity to learn about the project and allow discussion of any comments or concerns about the proposed improvements.

The public can also submit comments and questions during a two-week comment period following the meeting. Comments and questions should be provided by Nov. 5. Anyone wishing to comment may call (860) 594-2020, send an email to DOTProject155-176@ct.gov or contact Project Manager Joseph D. Arsenault at (860) 594-3471 or joseph.d.arsenault@ct.gov.
