Developer reboots apartment complex pitch in Manchester

A West Hartford developer is again seeking town approval to build a residential apartment complex in Manchester near the state Department of Social Services (DSS) building.

The developer, Kimlar LLC, has applied for a zone change and several permits from the town’s Planning and Zoning Commission to allow construction of 32 apartment units at 699 and 719 East Middle Turnpike.

Kimlar, which proposed a similar unsuccessful project at the vacant land in Aug. 2017, has asked the town to subdivide the 6.96-acre DSS lot at 699 East Middle Turnpike into two properties so it could house both the existing 24,975-square-foot state office building on the east end and part of the apartment complex on the west end.

According to plans, the units would be split across six buildings and the development would include 77 parking spaces, 24 garage spaces and recreation space.

The town’s zoning commission is scheduled to discuss the proposal at its regular meeting Monday at 7 p.m. following another public hearing on the topic.

Although the proposed project plans for market-rate apartments, dozens of neighborhood residents at a recent public hearing pushed back against it arguing it would bring more traffic to the area and an influx of low-income tenants receiving housing vouchers, according to the Journal Inquirer.

The East Middle Turnpike site has had several uses over the years, including a small shopping center and a dry cleaning business.
