East Hartford intends to transform nuisance 'flophouse' into apartments

The town of East Hartford paid $950,000 for a troublesome 54-room boarding house on its downtown Main Street, and is planning a project to turn the nuisance property into 24 apartments.

East Hartford bought the 24,820-square-foot building on a third of an acre at 860 Main St., from 860 Main LLC, in a deal recorded by the town on Jan. 11.

East Hartford Mayor Michael Walsh described the Church Corners Inn as “a flophouse,” which has been the source for an excessive number of police and fire calls and has “destabilized” downtown Main Street.

Now the building is in town hands, and officials are working to relocate 30 tenants ahead of a move to gut the roughly century-old, 24,820-square-foot building. The plan is to partner with a private developer who will turn it into 24 apartments.

The state Bond Commission, in December, granted East Hartford $2.5 million to support the purchase and redevelopment of the property.
