Electric Boat president to retire; General Dynamics names successor

Kevin Graney, president of General Dynamics Electric Boat in Groton, will retire at the end of the year, the submarine manufacturer said Thursday.

Graney, who has been with the company for nearly 30 years, will be succeeded by Chief Operating Officer and Senior Vice President Mark Rayha, effective Dec. 1.

Graney joined General Dynamics in 1995 and served in a variety of leadership roles at Electric Boat Corp. and the National Steel and Shipbuilding Co. (NASSCO). He was promoted to general manager and then president of NASSCO from 2013 to 2019, before being named president of EB in 2019.

Rayha joined General Dynamics in 1989 at Land Systems in Michigan. He became chief financial officer of General Dynamics Mission Systems in Fairfax, Virginia, in 2015. 

He joined EB in 2020 and served as CFO from 2021 to 2023, before being named COO in 2023.

Phebe Novakovic, chairman and CEO of General Dynamics, said Rayha’s experience as both CFO and COO of EB “will ensure that we continue to grow to support our nation's need for submarines."

General Dynamics is a global aerospace and defense company. It employs more than 100,000 people across 65 countries worldwide and generated $42.3 billion in revenue in 2023. 

The announcement of the executive suite change comes just two days after EB was awarded two contracts by the U.S. Navy last week that could exceed $200 million.

EB last week won a contract not to exceed $181 million to acquire and develop materials needed to build Virginia Class Block VI submarines over the next decade. The contract is expected to be completed in 2035, according to the U.S. Department of Defense.

Also last week, EB was awarded a $22.1 million contract to procure materials needed for multiple shipsets and submarine communication systems. That contract is expected to be completed in mid-2027, per the DoD.
