Feds consider escalated enforcement of Millstone

Dominion's Millstone Power Station is the largest electricity generator in New England.

The U.S. Nuclear Regulatory Commission on Friday said it is considering escalated enforcement over two safety reporting violations that happened at Waterford nuclear Millstone Power Station.

The two violations, stemming from an NRC inspection, showed Millstone owner Dominion willfully changed the plant’s safety analysis report to remove credit for charging pumps in the mitigation of a severe accident, and non-willfully failed to provide complete and accurate information to the NRC pertaining to the charging pumps change.

The charging pumps are used to inject coolant into the plant’s reactor coolant system and have an emergency function to cool the reactor following an accident.

Dominion spokesman Ken Holt said the violations, which still are preliminary, stem originally from a 2002 issue, and that the nuclear power plant is currently operating in an approved capacity.

"These apparent violations are historic in nature and do not reflect our current performance," Holt said.

NRC has asked Dominion to participate in a closed-door conference to address the issues before any enforcement actions are taken.
