Hands on Hartford seeks 30 Parkville units

Neighborhood nonprofit Hands on Hartford is nearing the home stretch toward development of 30 units of affordable- and market-rate housing in the city’s Parkville neighborhood.

Powerhouse Apartments is the name Hands has given its proposed development in a refurbished former coal-fired boilerhouse at Hands on Hartford’s 1.4-acre campus at 45-55 Bartholomew St., said Hands on Hartford Executive Director Barbara Shaw.

The former site of the Texas-based Spaghetti Warehouse restaurant, Hands on Hartford acquired the vacant property in 2015 and occupied the former restaurant space following a 2016 renovation.

The living units, mostly one-bedrooms and studios, will target young college graduates, low-income residents, and seniors eager to downsize to spaces convenient to mass transit and other urban amenities, Shaw said.

Nearby, Hartford developer Carlos Mouta is converting the empty Bishop Ladder building, 1400 Park St., into an enclosed marketplace of kiosks and stalls aimed at independent and part-time vendors of fresh and prepared foods. Billed as Parkville Market, the project is expected to be completed by year-end.

Bartholomew Street also is the focus of a city-beautification effort, including new streetscapes.

“This is a fascinating neighborhood,” she said. “We believe, too, in the notion of community building and helping neighborhoods have those attributes of having people involved in their community.”

The nonprofit, Shaw said, has gotten city zoning approval for the project, and is working with the Connecticut Housing Finance Authority and the state Bond Commission to secure borrowings to combine with $4.4 million in state and federal historic tax credits to fund it.

Hartford’s Crosskey Associates is the project’s lead architect. Waterbury’s Montagno Construction is general contractor.
