Hartford mayor fills newly created role of marketing head for city

Hartford Mayor Arunan Arulampalam, on Monday, announced he has filled the newly created position of marketing director for the city.

Shannon Frost, who started Monday, spent the past three years and six months as an assistant director with the economic development arm of Buda, Texas, a suburb of Austin with a population of about 16,000.

The 35-year-old is also a familiar face in Hartford, where she has worked in economic development and marketing roles in government, academia and the private sector.

Frost spent nearly two years as director of small business development and strategy with the Hartford Chamber of Commerce before taking the job in Texas. She has worked for Cigna, the University of Hartford and in other private marketing roles.

Frost holds a master’s degree in industrial and organizational psychology from the University of Hartford and a bachelor’s degree in communications from Eastern Connecticut State University.

Arulampalam had collaborated with Frost on community activities in his past role of CEO of the Hartford Land Bank.

Frost’s full title is director of marketing, operations, special events and special projects. In that role, which comes with a $115,000 annual salary, she will lead initiatives to promote Hartford’s diverse culture, support large-scale community events and showcase Hartford through engaging projects.

Arulampalam spokesman Cristian Corza said Frost’s hire is part of an effort to better coordinate the city’s marketing efforts and make better use of its marketing dollars. Arulamapalam had halted four ongoing marketing contracts and will allow Frost to shape a unified vision going forward, Corza said.
