Hartford poised to gift land for 65-apartment affordable housing development

The Hartford City Council is poised to sell a third-of-an-acre of vacant land for $1 to accommodate a nonprofit development of 65 apartments and 15,000 square feet of commercial space. 

The city is proposing to gift the lot at 128 Westland St., to a limited liability company tied to the Citadel of Love church and the Mutual Housing Association of Greater Hartford. The development by Citadel Mutual Housing LLC would use the Westland Street lot, as well as five lots on Barbour Street. 

According to a resolution before the City Council’s Planning, Economic Development and Housing Committee on Tuesday, the commercial space could ultimately house a daycare, community room and neighborhood assembly space. 

According to a term sheet accompanying the agenda, 80% of the overall development’s units will be affordable. 

The land gift must also clear review by the city’s Planning and Zoning Commission.
