Lamont signs bill easing professional licensing for new residents, military spouses

Gov. Ned Lamont signed into law a bill that makes it easier for state residents and spouses of military personnel to obtain professional licenses in Connecticut.

Under the law, which goes into effect Oct. 1, the state Department of Public Health and Department of Consumer Protection will issue state licensure for professions requiring it — such as dentists, nurses and accountants — to any state resident or spouse of an active-duty military member stationed in Connecticut who was licensed in a different state, without going through the state's full licensing process. 

"This law also lets anyone else who is considering relocating to Connecticut and has a career in a licensed profession know that they will have a much easier experience transitioning their license to Connecticut," Lamont said.

DPH and DCP will issue licenses to residents and military spouses who have practiced safely under another state’s license for at least four years, meet examination requirements as defined under state statutes, and complete the necessary background checks, according to Lamont's office.

Lamont noted that the new law could also remove barriers to people considering moving to Connecticut, as the state sees an influx of people moving here.

"For the first time in a generation, tens of thousands of young families are moving to our state," Lamont said. "This law helps them contribute their skills to our communities.”

Licensing will be streamlined for the following occupations overseen by DPH and DCP:

emergency medical services personnel
nurses
physical therapists
physicians
sanitarians
veterinarians
accountants
architects
engineers and land surveyors
home improvement contractors
home inspectors
new home contractors
real estate brokers and salespersons
real estate appraisers
landscape architects
interior designers
swimming pool contractors
community association managers
public service gas technicians
television, radio service dealers, and electronics technicians
pharmacists
pharmacy technicians
pharmacy interns
hypnotists
homemaker-companion agencies
locksmiths
