Legislature cancels tax exemption for efficient bulbs, weatherization

The budget deal reached last week by the state legislature takes away a sales tax exemption for fluorescent light bulbs and residential weatherization products.

The exemption was made permanent by the legislature in 2007. The elimination of the exemption will produce an estimated $3.6 million in revenue for the state budget this fiscal year and $7.5 million in fiscal year 2017, according to the Office of Fiscal Analysis.

Residential weatherization products include programmable thermostats, various Energy Star-rated appliances, efficient oil furnaces and boilers, and other equipment.

The legislature’s budget deal, which Gov. Dannel Malloy is expected to sign, also exempts propane used primarily for heating purposes from the state’s petroleum products gross earnings tax. That will create a revenue loss of less than $100,000, OFA said.

That concession is aimed at appeasing propane retailers and customers with propane generators, which have not been exempt, despite the fact that they are mostly used for exempt purposes within the home, CT News Junkie reported.
