The city of New Haven has announced partnerships with several development companies to revitalize empty downtown parking lots into 450 affordable housing units in new mixed-use buildings.
The Gilbane Development Company and Xenolith Partners will redevelop “Site A,” which is a 2-acre parcel on the east side of State Street between Fair and Chapel streets. A new building there will have 279 housing units, with 70 of those units deemed affordable at between 30% and 80% of the area median income.
Site B is a 0.84-acre-site on the north side of George Street between Orange and State streets, which will have a seven-story building developed by the Glendower Group, an affiliate of the New Haven Housing Authority, and LMXD development group.
The projects will also have 7,200 square feet of retail and commercial space between the two buildings, city officials announced at a news conference Tuesday.
Both lots are city owned and will be sold to the development teams for a cost that has not yet been determined, city officials said.
Memorandums of understanding have been drafted for the public-private partnerships as the projects move forward and allow for partners to refine their concepts, meet with the community, and build a financing plan.
The projects are part of the Lower State Street Redesign Project, for which the city won a $5 million state grant. The initiative will also eye redevelopment of the streetscape and roadway to further development potential along a nine-block stretch of one of New Haven’s major corridors that connects the downtown, East Rock, Hill and Wooster Square neighborhoods.
It will turn several underused parking lots and space into transit-oriented, mixed-use development near the State Street train station. It is also part of the city’s ongoing efforts to build and expand affordable housing opportunities for New Haven residents.
Construction is set to begin in late 2025 or 2026.
