Plan calls for mixed-use renovation in Wethersfield Village Business District

A local salon and spa owner and a partner are looking to renovate a 200-year-old building in Wethersfield’s Village Business District to create an expanded residential and commercial space.

Larrisa Lake and Antonio Lenoci are seeking a special permit and site plan and design plan review approval from the town’s Planning and Zoning Commission to allow for new mixed-use development, liquor service and outdoor dining at 164-166 Main St.

A hearing on the application was continued from the Sept. 7 meeting to Sept. 20.

The existing two-story wood-frame structure, which dates back to 1800, sits on less than half-an-acre next to residential property at 160 Main St., the Wethersfield Academy at 150 Main St., and Larissa Lake & Co. Salon & Spa, 146 Main St. 

The proposal calls for demolishing a portion of the existing structure to build an addition with associated parking, landscaping and site improvements. 

The renovated building would include expanded space for a tea house, retail shop and spa owned and operated by Lake with liquor service, seasonal outdoor seating and a pick-up counter/walk-up window for "grab-and-go" style food. 

Other tenant space would include a doctor’s office/spa and a retail shop and/or bakery with allowances for outdoor seating.

The building would also feature a studio apartment and tenant parking.

According to the application, the plan fits in with the Village Business District model, which “is intended to provide for the development, maintenance and enhancement of mixed-use, pedestrian friendly areas that support and enhance overall community character and the ambience of the historic district. 

The plan was approved by the Wethersfield Historic District Commission in April, and is consistent with the 2013 Plan of Conservation & Development.
