Rocky Hill apartment renovation, expansion plan approved

A Rocky Hill-based real estate development firm has won approval for a plan to convert an existing 10-unit apartment building into a 26-unit multifamily complex.

Frank S. and Lily L. Chuang of ELF LLC drafted a site plan application for the 2.78-acre site called Bel-Air Circle at 2094 Silas Deane Highway.

The property currently contains an 8,400-square-foot, garden-style apartment building with 10 units that dates back to 1958. That building would be demolished.

The project calls for three new buildings, one with 10 units and two with eight units. All three buildings would be two-stories, with two-bedroom apartments.

The complex would contain 47 parking spaces.
