Some CT lawmakers want statewide registry, new tax on short-term housing rentals 

Airbnb is a popular site used for short-term rentals bookings.

Some state lawmakers are looking to tighten regulations, and potentially add a new tax on short-term housing rentals, which have grown in Connecticut in recent years given the popularity of sites like AirBnb and VRBO.

At least two bills have been brought up in the legislature aiming to create a statewide registry for short-term rentals.

One, House Bill 5416, is in the Finance, Revenue and Bonding Committee. 

In addition to establishing a registry and registration fee, it also authorizes municipalities to impose a supplemental room occupancy tax, and calls for specifying safety standards and liability insurance requirements for short-term rentals owners.

That bill was introduced by four House Democrats: Rep. Aundre Bumgardner, Rep. Eleni Kavros DeGraw, Rep. Kara Rochelle and Rep. Jonathan Fazzino.

Another House Bill (6493) is being discussed during a Housing Committee meeting scheduled for 2 p.m. Tuesday. 

It also proposes to create a statewide registry as well as a tax on short-term rentals that are not owner-occupied.

That bill was introduced by Rep. Kara Rochelle and Rep. Aundre Bumgardner.

Both bills are still in their early forms and not fully fleshed out. They are also the latest attempts by local and state governments to regulate short-term rentals, which have been viewed negatively by some for creating disturbances in local communities and also taking away owner-occupied housing stock.

Proponents of tighter regulation, however, suffered a setback last summer with a state Supreme Court ruling that some view as making it easier for Connecticut property owners to use homes as short-term rentals.
