Sports complex agrees to share hotel fees with Windsor Locks

The developer of All Sports Village in Windsor Locks has agreed to share hotel booking fees with the town, a deal that could bring about $1 million annually to the town, First Selectman Christopher Kervick said.

The deal involves splitting fees paid to developer JABS Sports Management by local hotels through an agreement with the Connecticut Convention and Sports Bureau, a nonprofit that seeks to increase the number of people patronizing sport games and other large events held in the state.

Under the agreement, participating hotels will offer “favorable room rates” for those who’ve traveled to use the planned sports complex, and JABS Sports Management will collect a $12.50 fee from those hotels for each room booked, Kervick said.

Since that deal was reached, JABS has agreed to give the town 50 percent of the money collected through those fees, Kervick said.

Kervick said it’s expected that, on average, every player who competes in a tournament held at the sports complex will result in one hotel room booked for the player’s family. The sports complex is to include dormitories for the players themselves.

As an example, Kervick said, a 200-team tournament that lasts four days and requires three hotel nights per family would result in about $75,000 worth of fees paid, bringing in $37,500 for the town.

In a year’s time, Kervick said he expects the town would collect just under $1 million, though he said that is a conservative estimate.

Critics of the proposed development have focused on creation of a Tax Increment Financing district, which allows the town to rebate to the developer the majority of property taxes paid.

Kervick said any money collected through the hotel fee agreement would be deposited directly into the general fund, meaning it would not be rebated.

In addition, Kervick said that JABS has agreed to cover the cost of necessary sewer facility upgrades to support the development, as well as any police and fire personnel who will be onsite for tournaments.

Kervick said the latter agreement would provide a “substantial revenue stream for our public safety agencies.”
