State announces new $7.3M deal with company to manage bus system divisions

A new company will start managing three of Connecticut’s major bus system divisions in 2023, the state announced this week.

The state Department of Transportation (DOT) said it reached a four-year, $7.3 million contract with RATP Dev USA to manage the Hartford, New Haven and Stamford divisions of CTtransit, Connecticut’s state-owned bus system. The agreement has two, two-year extensions exercisable by the state DOT to be negotiated as needed.

The company will begin to take over the operation on Dec. 31 as the current management contract with First Transit comes to an end. As part of the contract, RATP Dev USA will be responsible for the day-to-day operations of the Hartford, New Haven, and Stamford divisions. That includes human resources, bus maintenance, safety, training, planning, scheduling and fare collection.

RATP Dev USA is an international company based in France.

According to the state, the Hartford, New Haven, and Stamford divisions of CTtransit have 520 buses and 1,250 employees across 95 local bus routes, eight CTfastrak routes and several others. Last fiscal year, these three divisions provided more than 18.2 million passenger trips, the state said.

In addition to the three divisions RATP Dev USA is taking control of, CTtransit has other contracts that cover Bristol, Meriden, New Britain, Wallingford and Waterbury.
