State OKs Yale NH Hospital plan to move some outpatient services to Milford

State regulators have given the go ahead for Yale New Haven Hospital to relocate its adult pre-admission testing and pre-surgical evaluation site in New Haven to Milford.

The hospital filed a request in September with the state Office of Health Strategy (OHS) seeking to determine whether a Certificate of Need was required for the move. On Thursday, OHS ruled that a CON was not required,

According to the application, moving the outpatient services from the first floor of the East Pavilion at 20 York St. in New Haven to 831 Boston Post Road in Milford will enable the hospital to expand its Pediatric Emergency Department “to accommodate the expansion of pediatric ED trauma services.”

The relocation also will create space for the hospital to establish a retail pharmacy that will facilitate distributing medications to in-hospital patients being discharged, the application states.

Pre-admission testing and pre-surgical evaluation (PAT/PSE) are outpatient services provided to surgical patients that assess their health status and evaluate their anesthesia requirements before surgery. While almost 90% of PAT/PSE’s are conducted via tele-health, “for a small number of patients it is preferred that the evaluation occur in-person,” the application adds.

YNHH said the new location for the services at 831 Boston Post Road in Milford, a medical office building that has an urgent care facility, is less than 10 miles from the New Haven site and will not alter the communities or patient population served nor the hours and days of operation.

Yale New Haven Hospital issued a statement via email about the decision.

“This move allows Yale New Haven Hospital to open up more space to allow for the development of a hospital-based Children’s Urgent Crisis Center to address the overwhelming need for behavioral health services for pediatric patients," the organization said.
