Windsor official: Blueprint’s planned 450,000-sq.-ft. production facility still moving forward, despite construction delays

A Baltimore-based company that proposed to build a 450,000-square-foot production facility in Windsor plans to move forward with the project despite being behind its original schedule, a town official said. 

Blueprint, a builder of prefabricated wood-frame multifamily structures, has won approval from the Windsor Planning and Zoning Commission to build the facility at 11 Goodwin Drive.

Blueprint CEO Jerome D. Smalley told the Hartford Business Journal last spring that the company hoped construction would start as early as the summer of 2023, pending project approvals. 

The plans were approved and a more updated timeline put construction starting in May 2024, which has since been pushed back. The company is moving ahead with the same project plans, but is still looking to secure financing for the expansion, which is causing further delay, according to Windsor Economic Development Director Patrick McMahon, who has been in touch with Blueprint officials.

McMahon said Blueprint has investors interested in the project, which is a positive sign it will eventually move forward. The Windsor facility, which is slated to receive a state tax break, is expected to employ about 120 people.

There is no updated project timeline. 

Blueprint didn’t return messages seeking comment. 

Blueprint produces walls, floors, roofing systems and other building components to customer specifications at its existing 200,000-square-foot Baltimore facility, then assembles them on their customers’ sites.

The planned Windsor plant would serve a 300-mile radius and give Blueprint the capability to produce its own cross-laminated timber, a key component of modern mid- to high-rise buildings.
