Yale School of Medicine seeks OK to create outpatient reproductive endocrinology services facility in Orange

The Yale University School of Medicine has filed a Certificate of Need application with state health regulators seeking to open an outpatient surgical facility for reproductive endocrinology services in Orange.

In the application filed Oct. 7 with the state Office of Health Strategy (OHS), the school states that as part of its clinical practice, it provides comprehensive reproductive endocrinology services through its faculty physicians “to individuals affected by infertility, including those seeking fertility preservation due to cancer, other health conditions, age or transgender care,” as well as to those “in need of hysteroscopy, those who have experienced miscarriage,” and males who seek care for infertility.

While these services are currently performed at Yale New Haven Hospital’s outpatient surgical facilities in New Haven, “outpatient surgical facilities have become the appropriate and expected setting” for them, the CON application states.

The school states it therefore wants to establish an outpatient surgical facility at 200 West Campus Drive in Orange to provide the services. The location is already home to the Yale Fertility Center and Yale Reproductive Endocrinology and Infertility (REI).

Yale School of Medicine officials say the outpatient surgical facility would provide a more convenient and less stressful location for patients. It adds that offering the services in one location also streamlines “egg retrieval procedures and procedures performed as part of in vitro fertilization (IVF),” by eliminating the need to transport harvested eggs to a separate lab.

“This streamlined coordination will save time, reduce the risk of damage or loss during transportation, and improve the overall efficiency of the IVF process,” the CON application states.

The school states that creating the outpatient surgical facility “does not carry any capital expenditure,” and adds that overhead costs for the facility would be lower than those associated with the hospital’s outpatient services facility.

It also states that the school served a total of 571 patients in fiscal year 2024, down from 634 in FY 2023 and 669 in FY 2022. It also projects serving 579 patients in FY 2025, increasing every year to 604 in Fy 2028.

In response to the CON application, OHS sent a letter dated Oct. 29 to the school seeking additional information. The school has 60 days to respond.
