The General Assembly’s Regulations Review Committee last week approved new rules governing environmental cleanups at Connecticut’s industrial and commercial sites.
The changes, which take effect in spring 2026, replace the 40-year-old Transfer Act, which has been criticized for requiring contaminated properties to undergo costly environmental testing and review before they can be sold.
The new system, which relies on contamination being remediated as it is discovered, is expected to result in billions of dollars in economic activity and thousands of new jobs.
