United Illuminating, which provides electricity in 17 towns and cities in Connecticut, has accused the Public Utilities Regulatory Authority (PURA) of creating a hostile regulatory environment, which has spooked investors and hindered the company's ability to attract capital.
Last year, PURA approved less than 18% of UI's $131 million requested revenue increase, a decision that UI has appealed in Superior Court.
PURA, in its decision, said the company failed to meet its burden of proof and that the proposed rates were “just and reasonable by a preponderance of evidence.”
But UI says PURA's decision leaves it without sufficient funding, which could have damaging consequences.
